Adds a second script to custom/header.tmpl that draws a progress bar for each milestone of the repositories in its tracked list (today only ruffle-upstream): under the repository on the organization page, and above the file list on the repository's own page. The bars read /api/v1/repos/.../milestones, so nothing leaves the forge.

The external card builder now also strips the bars when it copies the first repository's card, since ruffle-upstream is first in the list.

Applying it means pasting the new header.tmpl into CUSTOM_HEAD_HTML and redeploying. It has no {{ or ${.
